I'm currently lvl 39 and gained some rare armors, which I don't need, because I'm still going for the big four at the moment.
What's better to do with them, fuse them or use them to enhance my big four?
From reading comments, fusing crappy low star rares sucks. You have to get extremely lucky to hope to get a higher star rare. It's better to save those fusion stars and gold to expand. If the rare armors suck, use them for enhancing (make sure you check the armor spreadsheet first).

It's definitely confusing to many people due to it's name. You get the Fusion Boost Armors when you donate x amount of gold to your guild (the amount increases after each Boost Armor you get). Each Boost Armor is a mono element. The primary use of the Fusion Boost Armor is to ENHANCE another armor with it using the Fusion Master - matching element preferred as it will give you 180 EP, unmatched it will give you 150 EP. So using a Boost Armor along with 3 other armors to Enhance can give you quite few levels on that armor.
A lot of people think you fuse it with another armor using a fusion star and 25k gold thinking they will get a better armor. It's the same luck of the draw as with any other fused armors. If you were to fuse say a Snakeskin Armor (24 EP) with a Fusion Boost Armor (150/180EP), you will probably end up with crap armor worth 24 EP to 90 EP, essentially losing at a minimum 84 EP - 114 EP that you could have used to enhance a good armor that you already have.
Are the dragon armors (in their respective elements) non plus better than AA+, infernal +, Blackfrost normal?
yes/pretty much aside from lower defense, which was a big positive in infernal+'s favor, having pretty high defense (1025/1050 infernal+ versus 1355/979 for Phyrus+)/yes, and nearly as good as blackfrost+ (1135/1152 versus 1164/1164)
