Is there a good rule of thumb in measuring your strength vs your level?
for example:
Level x 100 = Attack ~Poor
Level x 500 = Attack ~Good
Level x 1000 = Attack ~Great
etc
Same question for IPH?
In recruitment threads you'll often see something like 1k per lvl as a requirement. That's still not very good though. I'm lvl 72 with 98k/110k and not among the strongest players at the level by far. My 2nd account is lvl 32 with 53k/57k which is among the better ones there.
Judging rating per level has lots of downside, among other things because the exp. points you can gain per level go up per level. So, judging it as attack points per experience point works better. I'd say 1 point per exp point is pretty solid (but still not great). There has been stat inflation as well, so you might want to bump that up. There's also a point in the game, where the ratio isn't important anymore, but it's just about stats. I don't know where that is, as I've not reached that point, but at the highest levels, that's definitely the case. At that moment, I think you'll just do anything to increase your stats and don't worry about the experience points.
The absolute latest that kicks in is Lvl 224. I'd argue that by 200 you should already be aiming for stats regardless of xp.

If u have 2 lvl 3 nightclubs and wanting to build some new buildings while saving up for another nightclub upgrade, what would be some good building choices? Crematorium, underbosses house, upscale club or just save up? Lvl 83 by da way
The only reason to touch a non-LTB/NC bld is if your iph isn't yet strong enough for any of these to offer a save upgrade (or if all these are at 10, in which case do whatever you want with your 35m+ iph). Even Palms & Casinos aren't strong enough to warrant targeting.

on my main account of my $11.4m IpH, $4m/hr (35%) comes from buildings other then NCs or LTBs
Do you know what's a waste? Not always having something upgrading...if you only have the top 10-12 buildings, then you can't always be upgrading, that's a waste of time...is one upgrade of a crematorium or an underboss house, gonna be a game changer, no, but over time, you will do these smaller upgrades while saving for the larger ones and it could ultimately add hundreds of thousands (if not millions) to your IpH

Agreed...definitely no need to target...but if the choice is to either just save or upgrade something small while saving, I don't see how the small upgrades are a bad thing...
I recently upgraded an underboss house to L5, it adds just 5k to my IpH, but that's still another 120k/day or $3.6m a month. So, I see that as better then not upgrading and purely saving.
I definitely didn't target it, but I wanted to save a little bit more before the next LTB and this was my best/very cheap upgrade that would finish at the right time for me, so I did it.

When I say "save", I mean doing an upgrade that will result in more money on hand after the upgrade than when pressing the button,
I take it as read that upgrades are always happening.
At 11mil IPH you shouldn't need to be upgrading anything I didn't mention, even when you are saving.

Sorry, I figured you meant that, and probably shouldn't have quoted you, I was referring to a couple of previous posts, where they call very cheap upgrades worthless....
You are right, that almost all of my current upgrades are 'save' upgrades. But, I depleted all my funds after the last LTB, and left me with only a few days to save and I like to have at least $1B on hand before the next LTB starts, so even a cheap $100m 'save' upgrade wasn't right for me at the time....that's why I chose Underboss House...
As an aside, I think this one I'm gonna cut short at L6 and do some of the 'save' upgrades you are talking about...getting the other LTB to level 5 or so (Toy Box, Shiner, Savings) Pagoda's are already L8. This way I'll boost my income very nicely (hopefully to around $12.5m+/hr) and have a nice kitty to start the next LTB.
