Probably not a hack. Seems like this happens occasionally. Some players have had ALL of their buildings go upgrade at once. Happens in Crime City too.
Sometimes when im building and constructing a glitch happens where the pixels get mashed up all over the screen..but my building gets upgraded and built as normal. its just wierd to look at
