(1) tracking donations would be very useful. It is hard work and basically an honor system.
(2) Allow only officers to declare war. A problem for us in Brazil, not in Greenland. But i gotta think the fix is not that hard.
(3) I hear people RE the scoring, but I think rolling with the punches is part of the fun and challenge. Maybe split the difference somehow between the ally lvl only shown now and full stats. Showing lvl might be good b/c then you gotta stick your neck out and see if that higher lvl player is too big to handle. An added benefit is it reigns in somewhat the ally level manipulation, which is an obvious angle to work if ally levels are all that is shown. For example, if you are a lvl 137 and you crank your allies down to 130 to draw in weaker foes, you are also gonna get whacked by strong players 136 and lower looking for bigger points.
(4) all the stuff about the timing, 3 day events noon-noon and space them out. What about posting the schedule, or adopting a predictable routine? Forgive me, but we might sit one out eventually, would be good to plan a bit.
(5) consider a light gold or no gold option. This may be a non-starter with the front office, but lets face it ascending beyond a certain level appears to me tied to meaningful gold spending. Some folks just don't want to. Some folks have a philosophical aversion to spending gold. You will never make money from them, why not create a "gold free" division or flites of gold, and in them LOCK GOLD during the event. Again, you get some gold purchase or continued support from them, while allowing the big spenders to keep doing what they are doing.
(6) I fear PvP is going to become a non-event for many. It is a hard sell in our faction, which is in the 100-500 range. There are thosands of factions below that with absolutely nothing to play for. At least a few add'l rewards?
(7) At the risk of infuriating the big boys, is it meaningful for them (I will not name names) to keep pounding on one another, getting yet undreamed of higher levels of excellence/intimidation, and repeatedly proving themselves? Sorry, bit of a rant but why not have a "winner sits next one out" or "win one and done" or some similar mechanism to spread the glory/wealth. Or maybe you can trade your "ownership" of a territory or sell it and re-enter the battle, a whole new "WORLD NEGOTIATION" game sequence occurring in the boardroom....
