Let me take a wild guess and say your LTQs aren't exactly meeting performance expectations.

With no mods except for finishing the speed goal(s) why would anyone be surprised. The prize for finishing elite syndicate goal has attack stats no better really than you could get from buying a 4 Wheel Destroyer in the store (and no xp!). Lol.
