Its a top 1000 prize for war. Question: Is that -1% mean your bank deposits fees are now 9% of total deposits? Or does it mean -1% of the 10% fee?

I think you're right.

After getting the bonus, I deposited $1,111,111 and my balance went up by $1,000,000. In other words, I saw no change whatsoever. In yet other words, the mod is useless.

For every million deposited, you save 1000 compared to how it was before the mod.

Saving 1000 per million is one-one hundredth of a percent (.0001)

So yes, you are indeed still paying 9.99 percent to bank your cash.
