I just got a pop-up that stated +1 energy regen unit is the wrapper prize. You must complete all parts of Red, White and Blue to receive it. That includes both faction and solo Prestige parts of the LTQ.

I saw a screenshot that Solo prestige 20/20 required 20 kills, but can't confirm yet because I'm not there.
