If they do, send another ticket, or follow-up with the ticket to ask why you see the player still playing.

You can easily check their inventory, and post here what their high stat items are for conclusive proof that they are cheating. They likely have multiples of one-of-a-kind items or items impossible for that level (e.g. final LTQ prizes).

I have just found out about this program but I have a question? Do you have to spend the amount to get a prize in one month? Or does it carry over month to month? The first tier is 500 dollars so if I spend 250 this month and 250 next month do I qualify? Thanks

And if they are in syndicates, do they also stay there forever or do they get deleted after Some time of inactivity?

They'll only go from a syn if the leader removed them.
There account will still appear on the rivals list but the longer it is inactive the less it will appear.

At lower levels, the best buildings are the mafia unlocked ones.

I have to do a factory reset on my phone and I was wondering do I have to treat this like a transfer from device to device? With me resetting my phone, ill lose CC, so I will download CC again, but will everything save or do I need to transfer this or what do I do? Any help will be greatly appreciated. Thanks!!!!

It should have all your data when you download it again.
To be safe take a screenshot of your home screen and code so you can message support with it if needed.

What do the defense buildings do actually?

Defence buildings add defence to your profile. At level 1 they add the full amount they say. Each level higher only adds half more than the last though.
