I have a similar plan:
NCs
Pagoda
Palms/Casino/GC/RC/PT
Office/Church/Hotel/UC
CA/Condo
Then my "ultra-saver" options - Frosty, Loft, MT (the ones which are essentially completely free, with relatively long upgrade times) which I use when I would otherwise need to do 2 of the non-NC upgrades.
As others have noted, LTBs screw with this, and I haven't really hit a point where I'd make hard decisions about Pagoda upgrades (my seconds is on L3, so is the obvious next upgrade - when the upgrades go north of $100m it'll be a tougher choice). I think the power of the Pagoda will shake up the process for a fair while. Or at least until an LTB that is cheap enough for me to smash through straight away pops up.
