What the payout depends on is what you have for building output bonuses and personal bonuses and goodfella/tycoon status.

considering you have a high iph, of course its awful to you...why dont you be glad you get some free mods!
my syn of lower levels are able to get something to help them build their IPH....i got a pretty decent IPH and Im glad gree isnt making everything expensive for those that had a head start on theirs....
always a hater out there...let those little guys try to get into the game...at least we can see youre focused on money as opposed to stats...congratulations

The low lvl have the epic boss, which gives 10 times better prizes. All we high lvl/income players had were the expensive ltbs and the purchasable SLTQ weapons. Both gone.

Although I really like the more expensive payout LTBs...I'm glad Gree is releasing less expensive LTBs...it affords me the opportunity of upgrading prior LTBs to increase my IPH...with the newest bonus of upgrading 2x buildings...this will be such a sweet affair...yours truly 40mil/IPH and climbing
