What is the deal with cash units stating a bouns but it does not apply?

Anyone notice there is cash units with bonuses listed on them, but when purchase they do not apply.

I'm sure it's just a display error or just a One-Time bonus.....if the bonuses were true, I would an ungodly defense % for air and sea....
