The first thing you have to do, of course, is gain their trust.

Once they like you and will come to you, start talking to them.

Repeat what you want them to say a lot, like an awful lot! It takes budgies a long time to get what you want them to do.

Don't teach them to whistle first! If you do, you can pretty much forget about them talking.

Make a big deal of any sound that comes out of them that sounds even close to what you said. I rewarded them with millet. Budgies love millet.

It will take some time, but can be done.
