[Reimbursement] Building Upgrade Overcharges

I recently received around 3.4b which was nice,UNFORTUNATELY THATS STILL ONLY A THIRD OF WHAT THEY OWE ME,!
They also said I would only getting a percentage of what they owed me which would explain the above but WHY ONLY A PERCENTAGE?

I never paid attention and did the math on my buildings. Did this affect both IOS and Android or just one platform? Since I did not pay attention, and have not received bonus cash in my bank... I expect mine did not glitch?
