Tsar's teahouse is exactly this. It has a pretty decent payout as well...we just got this pretty recently so don't expect to get it again. Although we did get two back to back 12h buildings...

I like the off-hours payouts that encourage robbing. I hate looking through a million hoods finding nothing and hoping to find the one guy whose 24s just popped up. You should have to log in more than twice a day.

If you're any good you don't need to collect those off-timed buildings. Upgrade for event items and then either sell the buildings or keep them but never collect them. Either way, they end up being of no use for anyone in many cases.
All the other events don't already guarantee people will be logging in more than twice a day?

Would mean many people can come closer to my iph fast. unless they make it a high value building which costs much to build. So then its actually worthwile to have ur iph build up highly
