As far as I know, you can't sell or transfer your account to anybody.
I got an account banned before just because I said it was possible to sell, didn't even tell anybody to do it. (Was not aware of the policy that says you cannot sell it, or transfer it, seriously!!) so to be sure, Tadaah when you read this: I'm saying do NOT sell your account, as it is against TOS. I really wish I had that account back because of name .....
Would have been nice if I had gotten a warning and a reminder to read TOS. I see people doing stuff much worse (flaming) ant their posts are still up....

Indeed, we are unable to help on accounts that have been found to be a sold/bought account. This can come into play if you lose something or other situations as it is against the Terms of Service.

Let me see if I understand correctly. What you're saying is, it's unlikely the quoted speaker mentioned something about quitting and had foolishly linked his forum account to his game ID, resulting in the tracking and banning if the account?
If, indeed, this did occur, and mr. speaker decided to purchase a new device, is he not entitled to a fresh account?
