Working on the theory that Cross wars is coming after this player wars like it did last time, may I suggest that you have Cross Wars after a UV event then Player wars.

Many players that would normally participate in Player Wars are not as we are saving our troops for Cross Wars and would probably have bought a few ports as well so you are not utilising your ability for players to spend money as much as you could
