quest is all on Highland Pass, so whatever level is required to open up that map would probably be the minimum i think.

Doesn't seem so. I can access Highland Pass. Maybe there are quests in this LTQ which require a higher level map access.

I am currently Level 24. Cannot trigger the LTQ as well.

The quest difficulty on this one is pretty steep so look at it as GREE doing you a favor. You would probably double your level just completing the first piece.
