I don't know which one is right but my Toolkit matches the following:

The toolkit is wrong on the upgrade to level 10 cost since it follows the general rule of 1.67 times the previous level. Level 10 upgrade is actually usually double the level 9 upgrade cost. Also, I'm not sure what your second set of numbers are, but they don't look like unboosted IPH or collect amount. I pretty much agree with Chimera's upgrade cost and output numbers

If you are unable to get the new events, just uninstall and reinstall the game.
