It looks like because they released in the hurry a new version of this SW, they probably miss something in the Test and check steps...
... and maybe a deadlock somewhere, or a database crash or a log file completely full, or something else....
but please say something !!!
RK1 are now approaching an hour since first declare we have had the declare button reappear and declared again still NOTHING, and I know of many guilds who have been waiting even longer !!!! COME ON AT LEAST ACKNOWLEDGE THE PROBLEM AND LET US KNOW IF YOU HAVE A CLUE HOW TO FIX IT!!! this is ridiculous

When the mods do look into this, how about an answer to why CP has been drastically reduced? Something is very broken with your system.
You are lucky. We waited 45 minutes and then got a message to declare again so we did and are still waiting.
confirm that after 45m+ you need to redeclare. declared again and 15 mins now.

cant even declare, stuck on war declared for 30 minutes now.

EDIT: Engineers are redeploying the bit that is causing the problem; should clear the issue up.
