Splash screen shows 74744 Atk and 61155 Def with a 5% mafia attack mod.

Check your profile for "current" total attack *1.05; mafia attack includes everything.

Not completely true. You first need to detract your current +mafia attack %. It's only 5% on your total attack if you currently have +0% mafia attack. The mods accumulate, they don't stack.

yes it does, one of our syn bought it yesterday evening and the 5% mod came with it

It will probably be 5% of your base attack; that is without any other modifiers factored in. That's the way most of them work.
