I think you have to over 10 years old to run a syndicate
What's most likely happened is that he was the leader then made someone else the leader so he can jump to another syndicate temporarily (e.g. to get the raid boss prize or help with war, etc.) now the new leader does not want to step down! lol that's funny and messed up!
