Boss event ( Attack vs boss health )

Just curious as how gree comes up with the bosses hp lvls for each tier. One of my accounts is better than avg and has completed every boss event some with gold some without. Does gree look at the avg strength of players in each tier then mult it by a factor or do they just throw a number out there knowing gold will be needed no matter how strong the account is. Can anybody answer this ?
