Well there's your problem, you're on an old data set before the NPCs were added in. Leave the game open until it prompts you to restart it, then boom.
Same thing here, i get this prompt and can't run the game. When i try to re-install the game i can only open it once then, the prompt appears again
A&F, the are major glitches with this event again......please check the original post and see the problems people are having with it!

Depends on your connection speed, if you have other stuff open or low memory that could prevent it from downloading too.
All I know is that since going from the iPhone 4 to the 5s, the game has performed much better.....loads quicker, goals arrived on time, etc.
