    it may be that this is their way of discouraging pre-staging and that energy will decrease when it goes live ....
    just a guess

    Recommend not pre-staging "Ranking" targets. They're probably going to be reduced before event start like they did last FLTQ. Suspicious Village - Ranking Grunt 7,710 energy per hit.
