Question about raiding players

The max number of times a player can be raided in a set period is 20 times, right? How long is the period of time before they can be raided again after that? Also, do building raids count to that 20 limit?

I thought I knew the answers to these but the more I think about it the less sure I am.

Max amount of attacks at once is 12 and has a cool down period of 8 hours. If you raid them before you attack then all those raids count against that 12 number. Eg 6 raids then 6 attacks and you can't attack anymore. Attack first and you can get in 12 hits then raid to your hearts content.

Hm, I really thought it was 20. See what I mean about being less sure the more I thought about it?
