On older devices, if you have an iPhone and an iPad both with the same processor, the iPad will always be faster running CC. Even my iPad 2 runs CC smoothly during Raid Boss.
Can't comment about the iPad Air vs iPhone 5S because I don't have the former

Not just limited to devices, if you wear racing gloves with cutout finger will also makes a difference. Every miliseconds counts during syn war.

The game is slow on my old iPod touch, not on my newer phone or pad, so device can be a factor. I imagine most newer devices are about the same.
Slow on my android Galaxytab, instantaneous on my iPhone 5
I was thinking a spoiler might help too.
I'm on ipad4 32gb -if this matters- using wifi and it's pretty fast and good
