I just got an update! The information in this thread is wrong.

The next LE is a called a Luna building that can only be placed on the moon. We can't see it because we look down on our base, not up. But it's there...somewhere.

wow, I bet your fun at parties. You can find the building in the store, under Money Buildings, its the first one listed. Look for the FDF Central Command.
