Just my luck when I go to upgrade they will start one.

I've passed up 5 other LTB's just to wait and hope to have one that pays out every 12 or 24 hours. Cuts down on people robbing you when you time your payouts

If it would cost a billion without a modifier level 10 would be approx $101 billion and have an IPH of about $18.6M. I'd get two of them.

I've been upgrading as much as possible and even spending cash that I could have saved for this next LTB but there are too many what ifs. The last one was quite expensive by most people's standards so this one might to be more affordable. Time will tell I guess.

I have £372m saved right now.

LTBs should have modifiers!
i would say that 98% of the players don't reach ltb level 10.
if it had modifiers things would be much different

That's a great suggestion right there. I missed out on a number of LTB's early on simply cuz I was newer and didn't have the bank.
