This is calculated with -30% upgrade costs and +41% payout mod. I can give you the numbers with other payout mods too, if this isn't right for you.
The pagoda has a very short upgrade time when you compare it to the Gentleman's Clubs. Hourly gain means the IPH increase you get, the Pagoda gets you more IPH increase than the two GC upgrades combined.

The site didn't give me an upgrade planner for the WSFG. I have to talk to the maker of the site. But the NIS upgrade is better than the Pagoda in my eyes, because its build time and hourly gain is better.
Type A is overrated imo. It's all about payout/hr at level 10, that decides if the building is good for me. For instance, look at this screenshot:
I compared the Transtech with the Pagoda here. As you can see, the payout/hr is almost the same at level 10. The Transtech is a better building by far, because it is Type B - which means: its base value (payout at level 1) is way higher and will help you more in the earlier stages. I didn't include the upgrade costs - everyone will probably upgrade the Pagoda earlier because it's cheaper. But this is just to show you that the Transtech is a better building in my eyes.
