Level 10 fortifications still have "Upgrade" by them...If 15 Had it, I would try to hit it also....

I've been playing this game for over a year but just became a faction leader just after the last war. I have never seen a Level 11, 12, 14, or 15 but have seen a few 13's so it struck me as odd.
What else have I missed in the last 2-3 months?? Can someone point me in the direction of the Faction Leader for noobs thread? lol
