Many wars back, about say 7-8 wars ago, back when people with 1k-times-stats-to-level were considered strong ... there was a syndicate called Workers Party.
Several members of Workers Party had a ridiculous number of power items. Their DL had 25 of every scratch card grand prize.
The head recruiter of Workers Party later moved on to another syndicate called Smart But Deadly and became their head recruiter. Do a search and you may find some posts talking about members of this syndicate owning power items that they should not own.
Smart But Deadly seems to have disappeared, and in its place was a team called Retired N Broke. Guess what, after the end of the last war (Graveyard Rampage), the head recruiter of SBD was recruiting for Retired N Broke.
