This war is 2 hours old, so he could've only declared twice. "Constantly" might be an overstatement. Instead of removal during wars, it should be the officers only option that has been suggested many times before.

I agree with removal during war, but not adding.
You really think they will fix it...look at all the other problems, Like everyone just went up 200,000 in stats
we pretty much stopped accepting new people about a week before the war. this gave us a chance to vet the new guys. even removed 2 that we didnt think would work out. filled the empty spots with mini's to hit the walls and benefit the older players. we use the LINE app, created a sepearate chat for a few officers and newbies, posted all the rules and asked them to comment to make sure they had read them. working really well so far
It's not just those who declare that cause problems - we have Rabid Dogs who don't understand that if you win a battle 87,000 to 1,900 - maybe you used up 75,000 points that just put you much higher with much bigger match-ups and really takes down your chances of strategically engineering 12 consecutive wins for the really big prize that far outweighs the Top 10 prize.
Logic escapes a lot of people :/
On another note - in KA - their Guild Boss events are setup to where only an officer can summon a boss - I would totally support an option for only officers to declare war - but then again - if you have a tight team - you don't need that rule. Boot out the idiots 10 seconds after Mexico and try again.
If you truly have a desirable faction - use a funnel faction to vet out the sheeple.
