i know they are LTB but it would also be nice to see them in the store as gold buy items after a period of time even at a lower pay out.

I hear you, I am a late bloomer on economy as I never planned on playing so long. I enjoy fighting, robbing and syn events more, but I like the so-so IPH bump whilst gaining xp free a/d.

My understanding is that was given during a event, perhaps a case event. A member of my syn has it, I will find out when he is awake.

It was a case event about a year ago, he thinks. So no, this is not still available unless they bring it battle out as an event prize.

I don't know which event it was but the "Crooked Dice" (an 127/96 explosive) has the -25% upgrade time bonus.
