If you go to a rival's hood, can you eventually attack them if there is no icon above their head? It keeps saying that they are too beat up to fight, but will that ever change? Can you wait around long enough for them to be attackable? Will the icon appear? Or do you have to leave their hood and come back? Anyone who can help out with an answer to this will be greatly appreciated.

From what I've experienced, I thought you could only attack if the gun icon is over their head. So I only bother attacking if I see the icon when i visit their hood.
That has been my experience as well, but needless to say, there is a potential fight with someone without an icon over their head that I am willing to wait for ($400k cash). Will it ever reappear? I guess my ultimate question is can you wait for the icon to reappear or the ability to attack to "regenerate", and if so, how long do you have to wait?

I have been waiting for about two hours. I may have missed it, but I have not seen an icon regenerate. Every time that I try to attack, I get the "he's too beat up" message; however, the response is so fast I feel it has to be locally generated and not an actual message from the server. I think I am going to hang up my hat, but if anyone can shed any light on the situation, it would be greatly appreciated.
From what ive experienced it does not regenerate while you're there. you have to actually come back, could be wrong, but ive sat my phone down for an hour to hit the same person, nothing, then when i found him again in the search it alowed me to hit him about 10 mins later.

I can't speak of visiting an already beat-up players hood, but I've been the initial attacker and stayed in their hood for the recovery period and attacked again, and again, and again.
They were no-banking and I was just about to level +2 from them so I stayed in their hood AWHILE.
It takes time and you have to leave
