Well, it's 18d19h right now for me. Also, you only need to start the last upgrade, not finish it. Lots of people will finish this one.

But do you want it? It's a hard decision. I'd like to invest the time into IPH gain. But as I will get +15% output bonus at the next war event, that may be a good rise too.
5m Iph+ players will have piles of plies of waiting cash on hand, that sucks.

For me the best reason to want IPH gain is to be able to build LTBs, and gain stats from them. I can't really imagine turning down the first LTB I'll be able to take to L10!
I can't easily imagine a situation where that's a bad decision. Sure, maybe they go right back to high price LTBs after this, so everyone who sits this out will have maybe 2 million extra IPH for future LTBs. But I'm having a hard time imagining the foregone gains from such future LTBs outweighing what you gain from 10 weapons, including the end one.
