Can't write on syndicate member's wall

I can't seem to write on one of my Syndicate member's walls.
Anyone know why this would occur?
Is this what happens when someone blocks you?

Muted to mean you can't post on anyone's wall. Usually happens when people avoid the censor in harassing a player, etc.
