My llp on androis is the same. Unable to trigger despite attacking, raiding, and pve that put him up half a level in xp. I gave up. He's a good wall hitter at his level and strength.

I am on iOS and have the same problems, as does one of my faction-mates.
Yes, I'm an android user and have the exact same issue form here after lvl 10. In addition to NOT receiving any of the rewards. My attack/Defence stats remained unchanged.
My llp has still not even got the boss event yet on android. That sucks too because all I do on that account is boss, crate and war.
Can I ask what kinda device Everyine is on and what version of MW.
If we can find a common theme...
Droid X, latest version, level 11 account. Triggered bosses no problem last time.
I have a hunch that they've raised the level requirement to prevent campers from getting too strong.

I'm on droid and as long as I am on my home WiFi boss spawns after no more then two attacks/raids. If I am using my phones 3g it is a crap shoot. I believe if your connection is not great your device and the server have trouble communicating so boss spawns are wishy washy
I am one a HTC onesv with latest update
I had no problems, but I just defeated boss 30 and have now attacked 18 people without triggering boss 31. I'm android ver 3.8.
Nevermind, I triggered it. Lol
