I'm reserving judgment until I see how much energy/xp Part 3 costs. It can't be worse than last LTQ (Hit and Run) though, which cost 167k energy for the Elite mode alone (that's pretty much like two Elite modes anyway).
I will say though that I don't like the idea of having an unspecified number of LTQ 'parts'-- if I wasn't screenshotting the goals, I would have totally missed the reward screen mentioning "A great start to our three part plan to get the money rolling in!" No one ever reads those goal screens.
The only other argument against not subdividing the Elite mode further is that it is nice having a steady progression of energy increases per level-- e.g. if Elite 13/30 costs 1000 energy, I know Elite 14 will be even more (e.g. 1100-1200 energy, etc), whereas there is no way to tell during Part 2 of the LTQ how much energy Part 3 will cost (or even how many parts there will be). I'd rather have energy costs proceed like 700, 800, 900, 1000, 2000 instead of 350, 1150, 600, 900, 1000, 1400. Etc.
Think of it as gree trying to mix it up. It isnt completely bad imo.
Maybe we should be looking at Parts 1 & 2 combined as a Normal Mode (25 levels) and Part 3 as an Elite Mode (30 levels)?

When you put it that way, SOGO, it looks like the quality of the LTQs has been decreasing.
I added pictures of the rewards for Parts 1 & 2. I'm currently on Part 3 - 21/30. It's getting expensive, even though I still have maps prehit, I'm going to run out soon and it's going to be monstrous. I think I will post the jobs I have so far for Part 3. #20 was 3k energy, #21 is over 4k energy, and it's getting steeper each time.

I see SOGO already posted something about this, but here is an interesting way to look at the "XP Return". Obviously, like most LTQs, it's not very camper friendly. Note that these ratios are the running XP total returns for the running A/D of the rewards.

These events, LTQs in general, are always camper friendly for the first X levels. My personal preference is ~> 3:1 stat to XP so for this one I'd stop at L4. The LTQ before this one I recall you could get all the way to around L15 before the ratio deteriorated (beyond my personal threshold at least)
