You might be too low level to get the event. I have no idea when it starts. If you don't get the popup, then the event is not working for you. No, it's not a bug. Don't bother support about it or post threads here saying "OMGORZ!!! WHY COME NO EVENT 4 ME!?!?!?!?" Make sure your app is updated, close it a few times, and it will start if it's supposed to... but there IS a minimum level to participate.
Once you see the popup, read it.
