Appreciate the info, A&F (and the forum members who were able to come together yesterday to figure it all out too).

If I could ask a question though-- are the odds of earning a particular loot item the same? E.g. am I more likely to receive the Rioter's Bomb (25/16) than the Rioter's Rod (198/133)? Such info might affect my gold case open decisions.

I keep receiving rioters gas mask the quest guidelines are very ambiguous I mean what exactly are we collecting at canal street? I don't mind tappin jobs but why am I doing it? Do I need to do this step to activate the "hide evedence event" I applaude the fact gree is mixing it up a bit but I and a lot of others I'm sure are confused on the requirements to complete....

You're not collecting anything on Canal Street, the PvE jobs are just one way to earn cases to open. The only "requirement" for the goal is for you to open the ECPD cases. When you get a loot item from one of them, it will be checked off in your goals.
