I have space over just sea and half and half and the footprint remains red!?!

There are some stones at the edge that you cant build on, had same issue when I started game.

The shipyard has to be touching some bit of land. Make sure no land buildings are in the way. I also think you need a bit of straight land, the coastline can't curve.
It was the rocks!!!! Thanks guys much appreciated I now have every building I can build at level 4!! (Without gold)
