Is there a sequence in purchasing syndicate bonus upgrades to maximise the benefits to the members?
If there was, it would be impossible to figure out. Everyone's inventories have different items. Not everyone farms the same items, or buys the same gear so everyone will benefit differently from each upgrade.
After getting the influence bonus maxed(which is the best from a team standpoint during wartime), there is no real particular order to get bonuses. Just take a vote in your Syn and go with what wins.

The sequence cheapest to most expensive is the policy we used.
If you think about it in terms of getting updates fastest, then the more people donating the faster you can upgrade so you should buy the upgraded size.
If you want to do best in the battle, then you need ip. Easiest way to get it is the upgrade or to take down the enemy wall faster so you can get more high ip hits. So in theory take the plus attack to wall or ip increase. High gold spending group higher IP. Non gold group would say attack to wall because it gives you more free shots people.
After that it would be a toss up. Generally IP is based off of attacking so I would look at raising attack skills, though, over defense.
