Rob 1 xp buildings: laundromat, gun shop, electronics store, barbershop, souvenir shop, t-shirt stand, carousel, maybe one or two more that I forgot, level 7 or below. The drop rate is good, plus you earn RP.

I think even if you feel like you're stuck you should keep going because paying under 10k "if you're under 100" and getting a 10/10 item isn't too bad
