You have all the access you need and more, since you also know what his syndicate donations have amounted to, as well as his stats when he first joined. This is what all the other syndicates have been doing and I'd have thought you'd already begun since we had reported another hacker to your syndicate during Midtown.
If you choose to believe that a member who has major cash inventory in big round numbers, who has most likely donated millions, if not billions, to your syndicate bank, who has grown his economy through buying buildings and upgrades the entire time, who regularly banks his money at a 10% reduction, and whose IPH was nowhere near its current level before those new upgrades and syndicate bonuses, somehow managed to purchase 17 billion dollars worth of new inventory items, then there's likely little I could say to convince you otherwise.
All I can say is that several syndicates have ejected members for less and definitely took reports of cheating far more seriously. I saw you got a ringing endorsement from mxz who knows a little something about these matters. Why don't you ask him to look through K1NG L3ON1D4AS's inventory and give you his opinion?

17 billion / 3 billion per month ~= 6 months
This is rather doable, but it is based on some assumptions
1. He already had such high IPH six months ago (Oct. 2012) and his IPH stayed static since then. If he ever invested any money in upgrading, it takes longer time to save. Remember we don't have syndicate output boost (25%) at that time, so his IPH was 2.4 billion per month at most.
2. He collected all the output from his buildings for consecutively 6 months. Did he bank? Did he have free deposit?
3. He made no donations to your syndicate after he joined.
If his 80k attacks are all successful and generate 30k each time, 80k * 30k = 2.4 b, that will only reduce the saving period by less one month.
Only MXZ is allowed to comment on peoples inventories as he is the official ninja sheriff for hackers.

Your logic escapes me with the point of this statement. Considering the existence of banks in this game, I will restate that it is entirely possible for his purchases to be legit. Other plausible explanations include in-game currency bought for real money, robberies, and income generated from attacks. If this is your "hard evidence", perhaps I should double check your addition skills. I was initially impressed with a keen eye to spot a possible hacker, however, failure to account for money saved previously to the release of said items has me doubting your critical thinking skills. This is far from a case of 500 doomsday frags on a level 50.
