The "problem" with the boss event strength is that it is taken from an averaging of a certain percentage of the highest stat players within each bracket.
Therefore you are always facing a moving target, with the obvious drawback for many players that they fall further and further behind those players who have the purchasing capacity and the willingness to buy gems to get to the end of each event.
Then factor in the cheat/hack factor which pushes the strength artificially higher and you can clearly see that the boss events have a diminishing interest factor for the majority of players.
The LTQ's are generally a better event for the majority of players, playing for free I managed to complete a couple of them, the last I got to around 38 of 40 which I consider fine for my chosen preference of play.
AS an aside I find it interesting to see that level 10 players are getting the same units as the level 200's on the current boss event.

Another indicator to me is that the LTQ's are coming in with more and more time on the boss event clock. Likely reason is that the level of play in the boss event is somehow monitored and when it drops below a certain level then the next LTQ is activated. Little bit of extra strength from te first stages of the LTQ and somebody gets tempted to try another boss....gets a sep closer to them maybe spending a little trying to get to a prize target....
