I am on iOS. I have not gotten the splash screen but it was in goals. I triggered him on phone, but not main iPad acct

I happened to randomly trigger the boss without A) being aware a boss event started, and B) without even closing/restarting the game.

Okay, I beleive you need to wait for the data set to update before you can trigger the boss (the event shows up via a different mechanism).
I also suspect that the new data set is not rolled out to everyone at the same time, but don't know how long (minutes or hours). I just cleared my cache, and it downloaded an older data set version a few minutes ago. Gree probably does that either because a) all players are different database servers, and stuff is rolled out on one at a time, b) they want to limit the number of concurrent uploads.
