I didn't see it in the money buildings section after seeing the pop-up, either.

Upgrade times look like 5 minutes for each all the way up to level 10. And you can only have 1.

Of course I do, but it has yet to appear for me (neither have the toiltet paper explosives)..

You dont need the pop-up to see the building though. It's under the Money Buildings tab...
