I don't think the devs should waste any time on creating special buildings or deco for gang use. Most everyone playing the game have been waiting for the next goods, so I would suggest they first work on stuff that would benefit all.

There are lots of little groups at the low levels. Most are comprised of just above average players from what I remember. There was a larger group in the 70-80's whose name I don't recall that tried to bully some players around, but they weren't very tough themselves. That group seemed to disappear once we got to the 80-90's where you start seeing CK. I'm on 114 now and mostly only see a few CK, the odd CCM and a few FwD (formerly CN, I think).

Seen quite a few CK and Indians about, generally avoid, waaay too much difference is stats. Used to see a few TnA but not for a while. Three Barrels didnt last long, never heard of CCM/FwD/CN.
Didnt know there were quite so many of them, perhaps some kind of leaderboard someone?

Would be good of other mobs could have decorations related to them.
Teflon n Prof... could have a statue made of excrement modelled in their exact likeness. Like a waxwork, well sh**work anyway.
CK.... Well they walk to the high levels and then soon after run from them. So perhaps a running track decoration, or a treadmill, so they can get fully fit before they run.
All other mobs... a kindergarten decor, or some swings at least
