It probably just hasn't rolled out to you yet? When the boss is up and running for me, I can do a 1xp mission on the first map, wait 10 - 20 seconds, and a boss is triggered.

Agreed. I usually get it first hit. Although on monsters, I hit and if I wait for about 20 seconds, it usually triggers...Oddpvp much more effective for triggering bosses.
There can also be a delay - anywhere from a few minutes to a couple hours+ - between the goal being posted & actually being able to trigger the boss. Try 1-2 PvE &/or PvP. If it doesn't trigger, wait a good while then try again.
Burned through my stamina too, including a couple that generated while I was attacking. I've tried higher level monsters and low level monsters. I've even checked my quests to make sure I didn't trigger one w/o getting the splash screen since that happened to me last time.
