I'm guessing their new cheater-detection still needs work. Considering the number of cheats out there, they probably figured it was better to just ban them all instead of investigating each one and address the people who are crying foul on a case-by-case basis.

Seems crazy to bother free noncheater. Do the math funzio, look at the bldgs and look at the number of days the player has been presenty, see if it is possible for that lvl income to support the hood.
Ridiculous they are looking at this, not the obvious cheaters with 1000 bulldozers, 1000 jets, plus...Oh that might be a cheater u think!
